Support deploy aibrix in local mode

### 🚀 Feature Description and Motivation

Kubernetes is too complex for lots of users. We should provide an easier way to launch aibrix locally. We proposed https://github.com/vllm-project/aibrix/issues/1869 and finish https://github.com/vllm-project/aibrix/pull/1873 earlier but that's still rely on docker. To make it further easy to use, let's support process way.
