中文文档访问可达性反馈

P.S. 个人推荐的排查方式，欢迎更正&补充：

1. 【有助于排错】Windows 系统：ipconfig /flushdns 可清空本机的 DNS 缓存；
2. 【有助于排错】清空浏览器缓存；
3. 【有助于排错】更换热点等其他网络进行访问；
4. 【有助于分析】验证 DNS 解析以及连接情况：ping 命令；
5. 【有助于分析】关注请求的报错信息；
6. 【其他】访问其他 Vite 官方文档地址。

可以正常访问的站点：

1. https://vitejs.dev/
2. https://es.vitejs.dev/
3. https://ja.vitejs.dev/
   然而官方中文站： https://cn.vitejs.dev/ 无法访问
   以下方式依然无法访问：
4. 手机流量；
5. 多地 ping：
   https://mping.chinaz.com/cn.vitejs.dev
   https://www.itdog.cn/ping/cn.vitejs.dev
   绝大部分超时，不过我不清楚有没有防 ping 而导致（应该没有？）。

咨询了一些朋友，有些可以打开，有些无法打开。

虽然国内有镜像站，如 https://vitejs.cn/ ，但还是有官方站更安心一些。

不知道是否和备案有关？
印象中好像说过放到 Gitee 上，若是的话，可能也要和他们沟通？
