In the case where Silicon reports only one error on a particular line, and Carbon produces more than one, we need to be able to annotate this (in general, without requiring an issue number for Silicon). We have the IgnoreOthers annotation, but it doesn't seem to be tool specific.

Research direction
Start by locating the IgnoreOthers annotation and the code or tests that interpret it for Silicon and Carbon. Check how annotations currently identify errors, then define done as allowing tool-specific handling without requiring a Silicon issue number, including coverage for one versus multiple reported errors.
