Double line prompt on opening

Issue

I am using fish shell along with starship prompt and when I open the Hyper Terminal application, (only) the first line of my prompt is displayed but about 200ms later the full prompt is displayed correctly (when the window dimensions are shown in the bottom right corner of the screen).

Typing the clear command displays the prompt correctly, but resizing the window after that produces the same issue.

I cannot reproduce this issue with any other terminal (tested Kitty, Terminator and Gnome Terminal).

Reproduce the issue in vanilla Hyper on Pop!_OS 21.10 with fish and starship, starting with the opening and resize behavior described here. Review related issues #1714 and #4504 for prior investigation. Done means the prompt renders fully and correctly once when opening a window and after resizing.
