"Set Window title" ANSI escape sequence doesn't work

Description
Repro: Paste the following into Hyper (within a Bash shell):
echo -ne "\033]0;Foo\007"
Expected behavior: The window title should change to "Foo." (Try it out on gnome-terminal or another mature Terminal and it should work).
Actual behavior: The window title is still "Hyper."
Env: Linux (Ubuntu 20.04), XFCE
Why this is a problem: I'm using an app that helps me lay out my terminal windows (or spawn new ones if they aren't already open), and the app relies on the X Window title as the window's effective "ID". If all the IDs are the same ("Hyper") then the script doesn't work.
