Description

When you shift+ctrl+k on windows, the terminal does pop to the top, and you can type normally until you backspace. When you backspace, the cursor reappears at the place it was before clearing the terminal, and you can't fix it.

Research direction

Start by reproducing the issue on Windows with Shift+Ctrl+K, then type and press Backspace to observe the cursor returning to its previous position. Trace the shortcut handling and terminal cursor state; done means clearing the terminal leaves the cursor at the cleared position and Backspace does not restore the old location.
