Hyper does not see changes to PATH on windows

Description
- I am on the latest Hyper.app version
- I have searched the issues of this repo and believe that this is not a duplicate
- OS version and name: Windows 7 64bit
- Hyper.app version: v 1.3.1
Issue
I updated the PATH environment variable and restarted hyper. The changes are not picked up. echo %path% shows the old value. If I launch a command prompt, I do see the changes. I'm using the default windows command prompt shell.
