Description
From our chat:
"file sink" does not recreate a file if old one was deleted using "rm" - is it correct behaviour?
We should decide how to handle this.

Research direction
Start by locating the file sink implementation and reproducing the reported behavior: delete the sink's existing file with rm, then observe whether subsequent output recreates it. Determine the intended behavior before making a change; done means the behavior is decided, documented by a regression test, and the sink acts accordingly.
