Windows 10 Start Menu doesn't open (Only 11 style is working)

Describe the bug

Start Menu Win10 style doesn't open when you click the start button. Nothing happens
Only windows11 style works.

I've tried using both 10 and 11 taskbar styles. still nothing.
The console doesn't throw any error when clicking start button.

Expected outcome

windows 10 start menu should open.

Actual outcome

win10 start menu does not open

Reproduce the failure on Windows 11 25H2 with ExplorerPatcher 70.2–70.4, using both taskbar styles and the Windows 10 Start button. No source file or test is identified in the issue, so trace the Start button handling from that reproduction; done means the Windows 10 Start menu opens without breaking the Windows 11 style.
