Issue Positioning Secondary Monitor Taskbar to the Right - (workaround included!)

Describe the bug

This is a strange issue that I encountered with a new PC with two monitors and positioning task bars at the left and right of the screen. I'm not sure if this issue is due to my new PC or a feature that I have never noticed before.

Here are the steps I took:

1. With 1 monitor only connected I installed explorer patcher on my new Windows 11 PC (version is in the details above)
2. I set the task bar to windows 10, and the start button to windows 11
3. I located the task bar at the left hand side of the monitor
4. I connected a second monitor
5. The task bar appeared at the bottom of the screen on the second monitor
6. I opened explorer patcher properties and tried to change the second monitor to right hand side - The request was ignored by the GUI and the bar stayed at the bottom of screen 2. The option to change was there, but ignored when Right was selected from the menu
7. I retried a few times closing properties between attempts - no change

Here is the Workaround:

1. I moved the primary monitor taskbar to the bottom of screen 1
2. I was then able to move the secondary taskbar to the right of monitor 2
3. I was also able to move the primary taskbar to the left of monitor 1
4. Subsequently I was able to move the secondary bar to the right and back to the bottom, and back to the right again.

Here are my explorer patcher settings (after successfully locating the secondary taskbar on the right)

Task bar can move where needed

Actual outcome

Task bar request to locate to right was ignored by the system

This is a low priority bug as my workaround works, but its an interesting quirk nevertheless.

Start by reproducing the issue with one monitor, then a second monitor, using ExplorerPatcher's Windows 10 taskbar and the reported left/right positions. Trace the taskbar-position handling for the secondary monitor and verify that selecting Right takes effect without first moving the primary taskbar to the bottom; confirm that both taskbars can be repositioned normally afterward.
