Research direction

Start by reproducing the reported Windows 10 taskbar and Start menu setup: enable the W10 taskbar and Start menu, create groups inside groups, then restart or shut down. Observe whether tiles move to another group after reboot, and consider the issue done when tiles consistently remain in their original groups.
