Describe the bug

The weather widget in the Windows 10 taskbar doesn't auto update on its own, I have to update it manually in properties and even then, clicking "update weather now" does nothing. You have to click "reset weather data" and leave the window open for it to update. When it updates it also scrolls the popup window which it is not supposed to do

Expected outcome

The weather icon should auto update on its own, or update when you click update now

Actual outcome

The weather icon doesnt update on its own

Research direction

Reproduce the weather update failure on Windows 11 25H2 with ExplorerPatcher 26100.4946.69.6, focusing on the Windows 10 taskbar weather controls in Properties: “update weather now” and “reset weather data.” Trace the taskbar weather update entry point and observe whether automatic and manual updates complete without scrolling the popup; done means both update paths work without requiring the properties window to remain open.
