HDR toggle brings taskbar to a weird state when it's on the second monitor

Hello! I put my taskbar on the secondary monitor since my primary is OLED and I want to avoid burn-in. however I only toggle HDR on for games and it seems to partially break that feature.

steps to reproduce:

1. taskbar style W10
2. toggle off show my taskbar on all displays in the taskbar settings
3. drag n drop the taskbar to the secondary monitor so that there is a taskbar only on the secondary monitor. I put it on the right side of the screen if it changes anything
4. toggle HDR (win + alt + B)
5. notice that the taskbar is still on the secondary monitor, but maximized apps behave as if the taskbar is on the primary monitor, meaning that maximized apps on the secondary monitor now cover the taskbar, and maximized apps on the primary monitor have a gap where it thinks the taskbar is.

workaround:

when the taskbar is in that bugged state, dragging and dropping it again seems to refresh its position and fix the apps on both the secondary and primary monitor.

Reproduce the issue using the listed Windows 10 taskbar, secondary-monitor, and HDR steps, then inspect the taskbar and maximized-window handling reached when HDR is toggled. Done means toggling HDR leaves maximized apps respecting the taskbar's actual monitor and position without requiring the taskbar to be dragged again.
