Description

https://wiki.openstreetmap.org/wiki/Tag:surface=laterite#Router_guidance
also [impressive chronology](https://taginfo.openstreetmap.org/tags/surface=laterite#overview) for the past few weeks it seems.
it says "in good months it's more like `dirt`, in bad months it needs at least 4x4 and even then it's risky". personally I'm not really comfortable with the idea to route people over roads which might get them stuck for the majority of the year. I even [suggested](https://wiki.openstreetmap.org/w/index.php?title=Talk%3ATag%3Asurface%3Dlaterite#Routing_consideration) to add a time restriction on those roads.
I'd first like to see what others say.

Research direction
Read the linked OSRM issue and the OpenStreetMap Router guidance for surface=laterite, then review the discussion here to understand the competing routing considerations. Done would require a decided, documented behavior for laterite roads, but this issue does not yet identify files, tests, or a concrete implementation scope.
