Need to review the use of the <acces_type>:lanes:[forward|backward] within lua

Some lane logic has been implemented for `lanes:psv:forward`; however, we need to add logic in for all access types.

We should review this logic for hov, bus, car, motorcycle, psv, emergency, motorscooter, and truck access.
Example:

`:lanes:forward=designated|yes|yes`
`:lanes:backward=designated|yes|yes`
