Support setting the value of a Slider in SliderElement

Description
SliderElement is missing a setValue method.
It is non-trivial to implement because ideally you would want to be able to have a slider with range X-Y and be able to just set the value to Z and SliderElement would figure out where to drag the handle.
A simpler version would be to provide an API just to drag the handle N pixels in a given direction. The currently provider getHandle does not really work for this as can be seen from SliderGetHandleTest.java (the handle is 0x0 so you can't use the normal drag API)
