Description

Originally by @Ansku

Currently you need both style changes and extended client-side to get MenuBar to display MenuItems on top of each other instead of side-by-side and the popup menus opening to the side instead of below.

Research direction

Start at the MenuBar implementation and its existing client-side behavior, then trace how MenuItems and popup menus are positioned. Define a configurable vertical mode that stacks MenuItems and opens popup menus to the side; done when both behaviors work without custom styles or extended client-side code.
