Description

Originally by @Artur-

Instead of guessing what might have changed (or mark everything as "needMeasure" after a server message) LayoutManager should use onResize events in IE where they are available. At least in theory onResize would only need to call setNeedsMeasure for the element which is resized and the current LayoutManager implementation should take care of the rest.

Research direction

Start with the LayoutManager implementation and trace how server messages currently mark elements as needing measurement. Investigate where Internet Explorer onResize events are available and how they could trigger measurement for only the resized element. Done means the event-driven path works in supported IE versions without broad invalidation.
