Description

Originally by @Legioth

With TimeZone support for DateField implemented in #6066, it would be nice to be able to set an application wide default time zone in the same way that Locale can defined for any component and is automatically inherited by children.

Research direction

Start by reviewing Component's existing Locale inheritance and the DateField time zone support referenced in #6066. Done means an application-wide default time zone can be set on Component and is automatically inherited by child components.
