FormLayout "Column Span" section seems to be part of "Responsive Steps Mode"

Description
Despite being at the same level, when reading the page I feel like it is split in two parts, one for Auto-Responsive, the other for Responsive Steps. Actually, the final part of the page applies to both modes.
As discussed with @rolfsmeds, there could be a third page section that explicitly mentions the features that apply to both modes (common features), as otherwise the page flow could be misleading.
