Description
Most commands related with file permissions are missing from Windows. As discussed at https://github.com/uutils/coreutils/issues/1365 , they are difficult to add to Windows.
But install unsupporting permission feature is still useful to do mkdir -p and cp by one command.

Research direction
Start by locating the Rust implementation and tests for the install command, then review how its permission-related behavior is handled on Windows. Done should provide a Windows-compatible subset that can create directories and copy files in one command without requiring the unsupported permission features.
