Research direction
Start by reviewing the three linked upstream issues and tracing how ls obtains globbing libraries for ignore patterns. Determine which resolution can provide non-UTF-8 support, then verify that ignore patterns work with non-UTF-8 paths; the issue names no repository files or tests.
