Description
The Windows build is breaking on systems with default permissions that do not allow creation of symlinks.
Should we add a system privilege check at the start of the build or otherwise segregate features by system privilidge?

Research direction
Start by reproducing the Windows build on a system with default permissions, then trace where symlink creation is required. Compare a system privilege check with segregating features by privilege, and define done as a build that handles unsupported symlink creation without breaking.
