Description
We depend on GNU make to install them currently:
https://github.com/uutils/coreutils/blob/c24d032fc8ba4474e46bc37d08df8de7214f10c1/GNUmakefile#L218-L226
This is one of a barriter to install coreutils on the system missing GNU make.

Research direction
Start with GNUmakefile lines 218-226, where the current installation of mans and completions depends on GNU make. Trace the existing install targets and output directories, then define the equivalent directory-writing feature without that dependency. Done means coreutils can install these files through the new feature without requiring GNU make.
