Description
Hi, uutils mainateners
the first panic of printf fixed, but still panics using '%111111.1d' or with '%111111.1f'
thread 'main' (71203) panicked at src/uucore/src/lib/features/format/num_format.rs:739:17:

that is a another line of code have that problem and needs to be fixed, both result on a panic

Research direction
Reproduce the panic with printf using '%111111.1d' and '%111111.1f', then inspect src/uucore/src/lib/features/format/num_format.rs around line 739. Trace the formatting path for both cases and confirm that neither input panics once the out-of-range handling is corrected.
