UIoError messages are not translated

Description
UIoError is a convenient way to create error messages if e.g. a file is not found.
However, the texts are hard coded and do not use the translate! macro.
Example:
$ export LANG=fr_FR.UTF-8
$ cargo run -- cksum --help // --> returns French help
$ cargo run -- cksum no_file // --> returns English error message
In error.rs 'impl Display for UIoError'.
Should the texts not come from via translate! localization?
