true: Import all *.ftl files from coreutils-l10n repository for tests

Description
I noticed that src/uucore/src/lib/mods/locale.rs's unit tests have some workaround for threads e.g. std::thread::spawn.
This repo has english and french *.ftl currently. But I think we can simplify those tests by just importing all true's locale files from coreutils-l10n repository. Also we can test actual usecase.
