Description

$ cargo build -p uu_true
$ cargo build --bin uudoc --features uudoc,true --no-default-features

Builds uu_true twice which means we should use debug profile or build uudoc at same time (prefered) with coreutils at GNUmakefile.

Research direction

Start with the two cargo commands in the issue and inspect the GNUmakefile, especially how uudoc and coreutils are built. Confirm the build configuration and job ordering; done means uu_true is compiled only once when both commands or the preferred combined build are used.
