`uucore::format::ArgumentLocation` is not publically re-exported

Description
uucore publicly exports methods such as uucore::format::FormatArguments::next_string that take an argument that is an ArgumentLocation.
However, this type is not exported from the uucore module.
You can see this by looking at the crates.io docs, which shows the ArgumentLocation type as greyed-out.
