Show a tooltip if the name or description doesn't fit in the UI

If the name of a VM (or machine description) is long enough, it doesn't always fit on the screen.

I think UTM should show a tooltip that displays it in its entirety if it doesn't fit otherwise.

I'd like to see a tooltip if I park my mouse cursor over these truncated text fields:
1. The name of the VM in the VM list on the left
2. "System" / "Machine" name/description in the VM list on the left
3. The name of the VM under the UTM "title"
4. "System" / "Machine" name/description in the VM details on the right
