Security update 07-2025 cause CPU hog on Windows 11 ARM guest

**Describe the issue**
When running Windows 11 ARM on UTM, the CPU use will run constantly at around 600% on my Macbook 2022 M2 Pro if Microsoft Security Update 07-2025 is installed. Removing the update resolves the issue. As such updates are auto-applied, updates must be paused to maintain reasonable CPU use.

* macOS Version: 15.6
* Mac Chip (Intel, M1, ...): M2 Pro
