macOS 9.2.1 installer hangs installing on M4Max MacBook Pro running Sequoia 15.2

**Describe the issue**
I am trying to run a macOS 9.2.1 guest on an M4Max MacBook Pro running macOS Sequoia 15.2. The VM boots fine from the installer ISO but after starting the installation the installer consistently hangs about 20% of the way into the installation. I've tried several different installer ISOs and several different UTM VM configurations, all with the same results. I am able to run the old macOS 9.2.1 guest that was previously available in the UTM gallery. But if I boot that VM from an installer disk, erase the HD, and try to do a clean install onto that, I get the same hang with "estimated time remaining: 4 minutes" at about 20% on the progress bar.
