TPM causes VM to refuse to boot.

**Describe the issue**
The Windows 11 ARM VM doesnt boot correctly and displays garbled in the second half of the boot, it gives an error which i cant read and when i try to boot with TPM it fails to boot completely.

**Configuration (required)**
* UTM Version: UTM SE 4.5.4
* OS Version: Windows 11 ARM
* Device Model: iPhone 14 PAL
* Is it jailbroken: no
* How did you install UTM: app store

the file is a .json cause githubs a shit and i cant upload the file as a .plist so you kinda have to rename it back into a .plist
