TPM driver issue

**Describe the issue**
After a installing a virtualised Windows 11 ARM ( 23H2 ), I find the following error in the Windows System Eventlog :

The device driver for the Trusted Platform Module (TPM) encountered a non-recoverable error in the TPM hardware, which prevents TPM services (such as data encryption) from being used. For further help, please contact the computer manufacturer.

FYI, I get this error even for machines that were created in older versions of UTM.

**Configuration**
* UTM Version: 4.4.5 / 4.5.0 (Beta)
* macOS Version: Sonoma 14.3.1
* Mac Chip (Intel, M1, ...): Apple Silicon M1 Pro
