Some keys don't work on Japanese keyboard

Description
**Describe the issue**
On a Japanese keyboard the underscore and pipe keys are not sent to the VM when using Apple Virtualization. This is the case in any version of Ubuntu as well as in a Sonoma VM so it seems to be an issue with the UTM application. I tried seeing if there was any signal with xev but there is none at all. All keys work fine on the host. This is the case both with a Magic Keyboard as well as a Logitech keyboard. Both are Japanese.

* macOS Version: Sonoma 14.1.2
* Mac Chip (Intel, M1, ...): M1 Pro
