Boot order not able to be specified when using Apple Virtualization

**Describe the issue**
With normal QEMU virtualization, the boot order can be specified by dragging the order of the disks in the VM's configuration. With Apple Virtualization, however, this order does not seem to affect how the VM boots. If there's an installed OS on the hard drive, the VM will boot from the hard drive. Otherwise, it'll boot from the removable media.
There doesn't seem to be a way to boot an Apple Virtualization VM from removable media if there's an OS installed on the hard drive.
