Scrolling direction is different between a macOS 13 VM and a macOS 14 VM

**Describe the issue**
Scrolling direction (when scrolling the trackpad with two fingers) is different between macOS 13 VM's and macOS 14 (beta) VM's.

I'm pretty sure that if you have
- the same host macOS settings (I have "Natural scrolling" disabled)
- and the same UTM settings (I have UTM / Settings... / Input / Invert scrolling -> Disabled)
- and the same settings inside both guest VM's: a macOS 13 VM *and* a macOS 14 (beta) VM

...and then compare scrolling up/down with two fingers when inside the Virtual Machines,

the scrolling direction is different between the two Virtual Machines. The other one scrolls down and the other one scrolls up, when I scroll up with two fingers on the trackpad. I think macOS 13 is "right" and macOS 14 is "wrong", but I'm still not sure what the UTM "Invert scrolling" setting actually does and how.
