Description

**Describe the issue**
When a VM is launched, or remains open whilst the current audio device is changed (e.g. plugging in or removing headphones), the audio format (seen in "Audio MIDI Setup" app) automatically changes from 48,000 Hz to 44,100 Hz.
This causes issues with some apps, including Citra.

Not sure why the audio format changes, when 48KHz works just fine with the Windows 11 VM, but intended behaviour should be that the format doesn't change without the user's permission.

**Configuration**
* UTM Version: 4.2.5 (81)
* macOS Version: Ventura 13.4.1
* Mac Chip (Intel, M1, ...): M2 Max

Booted to Windows 11 sign-in screen, as the audio format changed immediately upon starting the VM.
