window 11 VM on Mac(Intel) cannot connect network at shared network mode

**Describe the issue**
I install windows 11 VM on Intel Mac and make sure that the spice-guest-tools-0.164.4 is installed too.
When I configure VM:
* `shared network` mode;
* use ` Intel Gigabit Ethernet(e1000)` or ` virtio-net-pci`;

I cannot visit network on VM. Why?

when I change to `bridge network` mode, it works well.

By the way, I also install windows 11 VM with UTM on another Mac( M1 Pro Chip ),
when I configure VM:
- `shared network` mode;
- use ` virtio-net-pci`;

it works very well.
