After restarting a macOS VM, command+tab is no longer working in the guest (its overriden by host's)

Description
**Describe the issue**
The original behavior was to send command+tab to the VM if the VM was in focus, otherwise it was sent to the host. This has changed, now it is always send to the host, which removes the ability to change processes by keyboard in the guest.
guest version: macOS 13.1
**Configuration**
* UTM Version: 4.1 beta
* macOS Version: 12.5 (host)
* Mac Chip (Intel, M1, ...): M1
