"Active signal mode" resolution stuck at 1024x768 despite having high screen resolution selected

**Describe the issue**
After installing SPICE Guest Tools, rebooting and choosing a high resolution like 1920x1080 (default), 2560x1440 or 2560x1600, a very noticeable blur is present on the display. This is confirmed in the "Advanced display settings" where the "Desktop mode" shows the correct resolution (2560x1600 etc...) but the **"Active signal mode"** is always 1024x768.

**VM Info**
Version: Windows 11 21H2 and 22H2
This happened even in the previous major version of UTM (3.x.x) and does not depend on the installaton method (i tried both UUPDump ISO and VHDX from the offical microsoft website).
