Trying to get UUP for Windows 10 ARM, gets exception error

**Describe the issue**
Was trying to download the UUP Windows 10 ARM, and gets an exception error.

Downloading converters...
Exception caught
Exception: [download_helper.cc:562] errorCode=1 Failed to open the file files/converter_multi, cause: File not found or it is a directory

We have encountered an error while downloading files.

Looking it up, looks like it's an unknown error.

I tried using Windows, Ubuntu, and a virtural macOS using Monterey, still gets the issue.
