USB devices not recognized by MacOS 10.11 guest

Description
Other than the default keyboard and trackpad, no USB devices are recognized by the 10.11 (El Capitan) guest.
UTM sees the device when I plug it in, and it even disconnects a flash drive from the host OS when I approve it to be connected to the guest OS, but no device shows up in the System Profiler.
I am specifically trying to get a FTDI USB-Serial adapter working. It appears in the list of USB devices, I select it, approve it to be attached to the Guest OS, and... nothing happens.
