Allow opening VM configuration read-only while VM is running

The UTM configurations for each machine should at least be _**viewable if not saveable**_ while running the corresponding Virtual Machine. To even cross check if the Configurations are correct or if the Port number had a typo would require anyone to quit the whole machine and restart/rerun the whole system/processes again. Leads to terrible User experience imo-considering the vast configuration flexibility provided to the User.
