Description
When setting the sshkey of a cluster config to a file like ~/.ssh/my-special-key, for all commands it works, except for the ssh command it doesn't understand. Specifying the full path does work though as a workaround

Research direction
Inspect the ssh command's handling of the cluster config sshkey value and reproduce the issue with ~/.ssh/my-special-key. The work is done when the ssh command interprets the home-directory shorthand as the other commands do, while full paths continue to work.
