Time format for notifications is not respected in the Notifications drawer

Description
The notifications visible in the notifications drawer will have their timestamp displayed in a 12-hours format, even if the 24-hours format is selected in the Notifications Settings.
I'm not monitoring my server 24/7 so I'm not able to tell if the format is respected or not in the Notification toaster.
