Description

Describe the feature

Research direction

No implementation files or tests are named in the issue. Start by locating the existing runtime-environment predicates in std-env and review how container detection would fit their API; done should include clearly defined isDocker and/or isContainer behavior without requiring separate detection packages, with corresponding project test coverage.
