Description

Recently, there has been some discussion (see #551) about the best practices for the layout of the Unity Catalog project. The following changes been suggested by @jaceklaskowski:

  1. CODE_OF_CONDUCT.md and CONTRIBUTING.md that should really be under .github
  2. mkdocs.yml and requirements-docs.txt should be under docs
  3. version.sbt under project
  4. All docker related things under docker/ rather than in the project root.

Would a maintainer care to make a decision all of the above, and open up a PR to tidy and rearrange the aforementioned files?
