Description
Is your feature request related to a problem? Please describe.
Describe the solution you would like
The new access control functionality is missing access control on the endpoints to create temporary credentials. This includes the endpoints in
TemporaryModelVersionCredentialsService.javaTemporaryPathCredentialsService.javaTemporaryTableCredentialsService.javaTemporaryVolumeCredentialsService.java
This should be added to complete the story around access control with the catalog.
Additional context

Research direction
Start by reading the four named service files: TemporaryModelVersionCredentialsService.java, TemporaryPathCredentialsService.java, TemporaryTableCredentialsService.java, and TemporaryVolumeCredentialsService.java. Review the basic access control PR #378 to understand the existing catalog approach. Done means each temporary-credentials endpoint applies the intended access control consistently.
