Description

Kallenbach model to be removed in #1884. It would be nice to keep this model if possible. Once a new source of hydrogenic recombination data is found, or OPEN-ADAS changes its license, we can look to reintroduce the model.

Research direction
The issue references the KALLENBACH model and its removal in #1884, but names no file or test. First check whether a new source of hydrogenic recombination data is available or whether OPEN-ADAS licensing has changed; done would be a feasible, licensed basis for reintroducing the model.
